LA VERKIN CITY PLANNING COMMISSION

Regular Meeting

Present:  Chair Anna Andregg; Commissioners: Allen Bice, La Mar Gubler, Sherman Howard and Karl Benson; Staff:  John Postert and Christy Ballard; Public: Richard Hirschi, Patty Wise, Mike Downward and John Valenti.

 

Commissioner Hugh Howard, Derek Imlay, Kyle Gubler, and Kevin Bennett were excused.

 

I.              Call to Order:  Chair Anna Andregg called the meeting to order at 6:00pm.  The Invocation and Pledge of Allegiance were given by Richard Hirschi.

 

II.           Approval of Minutes:

Commission may approve the minutes of the August 23, 2017 regular meeting.

Motion was made by Commissioner Allen Bice to approve the August 23, 2017 regular meeting minutes as written, second by Commissioner Karl Benson.  Andregg-yes, Bice-yes, Benson-yes, Sherman Howard-yes, Gubler-yes.  Motion carried unanimously. 

 

III.        Approval of the Agenda      

Motion was made by Commissioner Sherman Howard to approve the agenda as written, second by Commissioner Allen Bice.  Andregg-yes, Bice-yes, Gubler-yes, Benson-yes, Sherman Howard-yes.   Motion carried unanimously.          

            

IV.              Reports:

1.       Beautification/Trails Committee-No meeting.         

2.       City Council-Councilman Hirschi reported a truck, printer and copier were declared surplus property and will be sold.  A 10-foot piece of property adjacent to 194 N 100 E was declared surplus and sold to a neighboring property owner. 

Sunset View Estates preliminary and final plats and amended restated development agreement were approved. 

An ordinance dealing with unruly dogs was passed. 

The proposed vacation rental ordinance was presented to the Council but no action was taken.             

 

V.                 Business:

1.      Presentation, discussion and possible action to set a public hearing for Wednesday, September 27, 2017 for a proposed Development Agreement with La Verkin Hospitality to allow for construction of a hotel building in excess of thirty-five feet (35’) and not more than fifty-seven feet (57’) in height, on property located at 465 North State Street.

Mike Downward from Iron Rock Engineering in Kanab is representing the property owner.  They are putting the drawings together for a four-story Wyndham Garden Hotel which is the “high-end” hotel in the Wyndham franchise and does include a full-service restaurant. 

The hotel does require a development agreement because of the fifty-seven foot maximum height. 

The property has more than enough room to facilitate the hotel and parking. 

 

Commissioner Bice wondered if the easement for the back parcel was still in the middle of the property.

 

Mike replied the easement was moved to the middle of the property to facilitate parking for this hotel.

The hotel will be along the south side of the property.    

 

Motion was made by Commissioner Allen Bice to set a public hearing for Wednesday, September 27, 2017 for a proposed Development Agreement with La Verkin Hospitality to allow for construction of a hotel building in excess of thirty-five feet (35’) and not more than fifty-seven feet (57’) in height, on property located at 465 North State Street, second by Commissioner La Mar Gubler.  Gubler-yes, Bice-yes, Benson-yes, Sherman Howard-yes, Andregg-yes.  Motion carried unanimously. 

 

Chair Anna Andregg presented Commissioner Karl Benson with an appreciation award for his service on the Planning Commission Board and thanked him for all he has done. 

This will be Commissioner Bensons last Planning Commission meeting. 

 

VI.              Adjourn:

Motion was made by Commissioner Sherman Howard to adjourn, second by Commissioner Allen Bice.  Andregg-yes, Sherman Howard-yes, Bice-yes, Benson-yes, Gubler-yes.  Motion carried unanimously at 6:14pm.
