I. Meeting Called to Order: Kerry Gubler called the meeting to order at 4:06pm.
Motion was made by Bob Sandberg to approve the October 21, 2015 minutes as written, second by Kaden DeMille. Bob-yes, Kerry-yes, Kaden-yes. Motion carried unanimously.
A. Access Points Grant- Kathleen Nielson
1. Hurricane Trailhead
Kathleen reported the sidewalk has been installed at the Hurricane Trailhead. However, it is not like the original plan. Kyle with the Parks Department said they have had trouble with sidewalks shaped like the original design so they had to change it making the sidewalk straight into the building. That does give more room for the sign; however, it now crowds the handicap parking so that will need to be re-evaluated.
The project was scheduled to be completed this week but the finish work is not done. It needs more grading, leveling and road base.
Kathleen had pictures of what the final signs will look like for each of the project locations.
The SR9 location cannot advertise for a trailhead because of the parking issue so it will say Virgin River Trail access. She mentioned adding pictures showing the use but the Board decided to leave them off.
3. In-kind paperwork
Kathleen has shown Clark what type of paperwork she needs.
She does need it as soon as possible. Kaden will follow up with Clark.
Bob mentioned that if the County can help with anything to let him know.
B. Irrigation water line update-Bob Sandberg
Bob has met with Ash Creek Special Service District. They seem to be willing to work with Confluence Park. The only issue is the timeline; they are further away from doing anything with their property than we are.
They appeared to be okay with putting the irrigation line on the east side of the property and adjusting the easement.
Mike seemed interested in working together on the project of installing the service lines but it will require Board approval before he can commit to anything. Bob was not sure if that would lower the cost of the project. He is trying to get a meeting set up with everyone, including WCWCD.
Steve suggested talking with RMP to see if they would be interested in moving their powerline to the east side as well.
C. Historical Society visit November 21, 2015-Bob Sandberg
Kathleen reported the Washington County Historical Society would like to visit the power station in Confluence Park. They do have some members that will not be able to walk in so they will be shuttled in from the La Verkin Creek Trailhead.
D. Picnic tables-Bob Sandberg
Bob has talked with Lane Dilworth the welding teacher from Hurricane High School and they may be willing to put together some tables for the Park. Mr. Dilworth does want to build a table as a prototype first to see exactly what they entail.
Scholzens may be willing to sell the material for a reduced price.
Mayor Gubler will talk to S & S Steel to see if they have material they would donate or if they would be willing to fabricate some of the tables.
E. Damaged trees-Bob Sandberg
Bob reported this is an ongoing issue every fall.
Bob has scattered deer repel which seems to be working. It does require additional treatments, so he will try to stay up on it.
Mayor Gubler suggested using dryer sheets.
F. Report on October 29, 2015 meeting with Bill Jackson
Kathleen explained Darren Cottam, Bill Jackson and Kathleen with her husband, who is a botanist, attended the meeting. They started at River Rock Roasting Company.
Bill Jackson deals with more commercial, refined parks.
They did visit the power station, the fire pit and the grain storage building.
Bill suggested not doing anything other than what is already being done under the current Master Plan with the Park.
The group wanted to see the pond and suggested fixing up that area.
Kathleen agreed that it would be a great addition to the Park.
Once they saw the Trailhead, Bill agreed that Confluence Park is the kind of place that could be left in its natural state.
They mentioned a bridge would be a great thing to have.
Bill liked the idea of the dairy barn being an educational building.
Confluence Park has a master plan; Bob doesn’t feel the need to start planning again.
The Master Plan has the dairy barn being an educational building but without WCSD or a college wanting to participate that project would not be feasible.
Bob mentioned the School District has programs like Day in the Desert where they spend time in Confluence Park and that works well.
Kathleen mentioned Bill Jackson is a good resource but the Park doesn’t have the money to hire him and really nothing specific they need to hire him to do.
G. Public Concerns for Board Consideration:
No comments were made.
H. Board members concerns:
Kathleen wondered if there would still be a December meeting. The Access Points Grant project is not complete but Hurricane is the only entity that still has items she needs. The grant needs to be done by December 1 but she wasn’t sure it would be.
Kathleen and Bob will get with Clark to finish the project.
The next meeting will be January 20th.
