LAVERKIN CITY WATER BOARD MINUTES
PUBLIC MEETING
Monday, August 24, 2011, City Council Chambers, 435 North Main Street
LaVerkin, Utah 84745
Regular Meeting 6:07 pm

Attendance: Board Members: Pat Andregg, Kyle Gubler, Karl Wilson, Norm Gubler, Anna Andregg, Derek Imlay, Dan Howard, Doug Gubler.

Absent: Virgil Bice.

I. Call to Order: Karl Wilson at 6:07 p.m. Meeting opened by Derek Imlay.

II. Approval of Minutes: Motion by Norm Gubler, 2nd by Pat Andregg. Motion carried.

III. Reports:
A.   Financials: Karl Wilson handed out the operational budget for the irrigation water, no questions from the board.

B.   Culinary Water Management: Refer to attached report given by Karl Wilson.

C.   IRRIGATION Management update: Refer to attached report given by Karl Wilson.

D.   Water usage:
I. Culinary Water: Both irrigation and culinary water management update: Karl Wilson states the last 3 months have gone well except when valley mud is present. There are 2 turbidity gauges working now. Doug, Derek and Karl have set down and if valley mud is present the system will be shut down quicker. The city is on the Virgin River and the city doesn't always catch it, so alarms are going to be set up before Doug, Derek or Karl would be getting phone calls about the water; when the turbidity gauges come up letting them know the storms are coming thru, if the gauge is tripped because of the mud it takes most of the day to clear up the filter. There is a UHF that screens the data that shoots across Pah Tempe then it T's off to the main line then it shoots to another station on Toquerville Hill and then to Washington, then to WCWCD.  There is a camera down there that enables the city to switch to the internet speeds thru to the SCADA camera then to WCWCD eliminating some of the tower to tower connections. The WCWCD is going to give the city more alarms when the city wants them, it will give better control. Doug, Derek and Karl will be able to log in on their smart phones and look at the data.
2. Irrigation Water: There is plenty of water for the year 1779 ac ft left unused. Conservation issues to control waste. In LaVerkin after taking over the canal co. the contracts given to shareholders state that there are X amount of water and further states that the water belongs to the city and also to the water shareholders. The city doesn't want to be heavy handed about water usage, just educate the people, there are a couple of abusers, if they are flooding someone else's property, or creating a mosquito hazard someone will talk to them but other than that there will be no supervision. Dan Howard states if you are not living up to your allotment the district will assume you can live on less. Because it went to the city the water is now better protected for future use. Another thing to remember is that water from the springs and LaVerkin Creek were not subtracted out that goes into the city system when the pipeline was down Karl Wilson doesn't know if that was metered. Riverwood and Vintage Park come off of that line and it is not metered so we have used more water than is shown. Culinary Water: an agreement has been reached on the main transmission lines between LaVerkin Hurricane and Toquerville and the water district. The line from Toquerville Springs has been regionalized so there is a 26.8 line down Bringhurst Lane. Hurricane was concerned if there was trouble charging it (it is Hurricanes lifeline) it would cripple them. LaVerkin can switch to Cottom Well. The city went over the allotment by 1 million gal but the city had 2 million gal banked, so we were under for the year. It is a use it or lose it contract; a verbal agreement with the district that if the city used it within reason they would be flexible. Doug overhauled the altitude valve but heeded a part, now is a good time to order the part then it can be in by the time we need the water next month. Hurricane is using 4x's more per capita per min. than LaVerkin, 4000 gal a min compared to 400 for LaVerkin.


IV. Business:
A.     Rental Rates: These are calculated on ¼ ac lots with one share per acre. Karl Wilson asks Doug and Derek to research old rates from the canal co. and bring it back to the board. A decision will be made at that time.  Right now it isn't seen as an immediate problem.

B.     Responsibility at irrigation connections: Derek Imlay directed attention to the black board, the issue is responsibility at the irrigation connections he states that the city has responsibility from main line to the valve and the property owner beyond the valve, if T'd off and personal valve put in (see graft #2) may require the city to put in a valve before the private valve.

(graft # 1) shows the preferred way. Main line down the street, valve installed within the easement of private property. (graft # 3) shows main line on the back of private property with valves coming off in both directions and crossing under the road to additional private property. The suggestion here is to install a valve at the top of the line but coming off the road and into the easement there. (graft # 4) shows the main line in the easement which has been T'd up and then lines run off the T. The suggestion here is to revert to graft # 2 and the property owner to run their own line and valve, NOT to T off the main line. Karl Wilson asks Derek to consolidate the 4 scenario's in a brief narrative and have Kevin help write up a notification letter to inform the public and do the training during the winter. A policy needs to be in place to address all these issues.
