LAVERKIN CITY WATER BOARD MINUTES
PUBLIC MEETING
Monday, October 18, 2010
City Council Chambers, 435 North Main Street

Regular Meeting 6:00 p.m.
 
Attendance: Board Members: Pat Andregg, Kyle Gubler, Karl Wilson, Virgil Bice, Norman Gubler, Anna Andregg, Dan Howard, Derek Imlay
 
Absent:   Doug Gubler 
         
Call to Order:  Virgil Bice at 6:01 p.m. Meeting opened by Norman Gubler.  
 
Approval of Minutes:  Motion by Norman Gubler, second by Kyle Gubler.  Motion carried unanimously.         
 
Reports: 
Financials:  Karl Wilson handed the board the detailed financial report, the 1st quarter balance sheet ending September 30.  The budget was also presented.  Current year balance is $1,006,471.10 this represents a $2,000.00 increase over last year.
 
Culinary Water Management:  Water usage started dropping, the city turned off the Cottam well water. Use now is from Riverwood.  There were over 3 million gallons used of the 4.4 million gallon allocation, the city is keeping a little over 1 million gallons in case of fire or some other need.  The Cottam well will be turned back on the 29th.
    
Water Usage:
Culinary Water: Water usage is going down. There were approximately 19,000,000 gallons used last month from the springs; we are allowed 23,000,000 gallons.
 
Secondary Water: September usage was 481 ac. ft. The last 3 months are higher than in the past.  Karl Wilson called the WCWCD and was told not to worry about it this year - something may be wrong with the meter.  The city will have its own meter on the system. Karl Wilson wants to put some education material together this winter for the residents, on water usage.  The city will start watching water usage next year. Karl Wilson doesn't want to meter water or have a weekly water schedule if the residents don't abuse the current system. If water usage goes over the allotted amount, the water will be turned off earlier in the year. This year the water will be turned off November 1st for the filter project.
  
Delivery Contracts:  Kyle Gubler reported that there were still six people owing money. November 5th is the cut-off date for payment.  The unpaid balance is $1,149.09.  There are still 24.5 shares for sale.
 
Irrigation Filter Project:  Derek Imlay stated that demolition to begin on the electric panel was set Thursday. The final physical demolition removal of the old and installation of the new housing will begin November 1, 2010. It should be finished in 2 or 3 weeks.  Labor for the trenching and electrical work was provided by the city and that cost will be reimbursed to the city.  A SCADA system is being installed.  That system will enable the city to monitor water flows.  The WCWCD will be able to access the system also.  Monitoring can be done from the city offices.
