LAVERKIN CITY WATER BOARD MINUTES

Regular Meeting 6:00 p.m.
Attendance: Board Members: Pat Andregg, Kyle Gubler, Karl Wilson, Virgil Bice, Norm Gubler, Anna Andregg, Dan Howard, Derek Imlay
Absent: Doug Gubler
Call to Order: Karl Wilson at 6:02 p.m. Meeting opened by Dan Howard.
Approval of Minutes: Motion by Pat Andregg to approve the August 16, 2010 minutes, second by Dan Howard. Motion carried unanimously.
Reports:

Financials: Karl Wilson handed out regular financial statement to the board members. (See attached sheet.) The city has received $412.00 more than has been spent. Fall billing sent out, so city will go negative until spring billing.

Culinary Water Management: There is a negative 2% slippage for August. There was a 45-day read last month. That is most likely the explanation for the negative reading. There was 14% slippage on Hurricane/ LaVerkin common line last month the 14% represents over 23,000,000 gallons.

Water Usage:
1. Culinary Water: LaVerkin is using less and Hurricane is using more. There is 24,000,000 gallon slippage. LaVerkin used 20,000,000, Hurricane used 139,000,000 gallons; the rest is slippage.
2. Secondary Water: Concerns that 2 months ago the WCWCD read was 558 acre feet; last month's read was 682 acre feet. Doug Gubler and Derek Imlay are working on LaVerkin's end. Karl Wilson is working with the WCWCD to see if they are working to catch up. Meter was broken at the first of the year so they may be playing catch up too fast. At that rate LaVerkin will run out of water by the middle of next month. LaVerkin will have its own meter in the future. Wilson will request readings off the WCWCD meter for the last year. He wants meter number and meter reading to make sure that whoever is reading the meter is not confusing LaVerkin with Hurricane. There are 3 meters down at the vault, one for Hurricane, one for the main line and one for LaVerkin. Wilson is concerned about those numbers, plus the maximum previous number was 360 acre feet. Allocation is 2,650 plus what LaVerkin picked up from Dale Wilson. LaVerkin is not metering Riverwood or Vintage Park. Ron Thompson is going to start metering that someday and that will come off this. The little bit LaVerkin got from Dale Wilson will offset that.

Delivery Contracts: Kyle Gubler stated that the list is getting bigger. B. LeFevre added a share. No one is buying now. LaVerkin has collected about $2,500 of the secondary water debt. There are still 6 people who have not paid. The city will give them until November 5, 2010 to make a payment. After that, a decision will need to be made as to how to proceed. Once the city takes the water it can't be sold. Suggestion to continue working with the ones making payments.

LaVerkin City Culinary Water Improvement Project: Derek Imlay said that September 14, 2010 would be closing out project. It is 100% complete. The sign-off list is almost complete. The project is on the agenda for final acceptance by council on the 15th. They will decide if there will be any penalties for the project overtime. There was a lot of additional work done, and when the final numbers come out, the city should be $2,000/4,000 below total projected cost of the project. Water numbers are showing improvement. There were a lot of leaks in the old line. There were only a handful of complaints during the project and those were due to settling of the asphalt.

Irrigation Filter Project: Paperwork goes forward looking to begin October 14th. If the weather requires and there is water left, the city may look to keep the water in the system for a couple more weeks. The city is about a month out for the start of the project. The city is already trenching for the electric and telephone line. There will be 362 feet of pipe, 3" conduit for the electric and 2" for the phone line. The filter parts have been ordered. The pressure in the system will reduce to self-clean. The city can monitor flows from the office with the SCADA system. The city may have to require action to be taken for over-users.

Hurricane/LaVerkin Transmission Line to LaVerkin: Karl Wilson met with Ron Thompson and Hurricane City. Hurricane is starting to concede it might be wise to regionalize the line and let WCWCD maintain it. There is no reason for LaVerkin to buy into up-sizing or improving that line because LaVerkin has more than enough capacity for the city to get their water. Karl Wilson stated he is willing to give up the line if WCWCD will guarantee to give the city their water rights into perpetuity.
New Business:
Clarification of irrigation connection charges for Northview Commercial Subdivision: Derek Imlay stated that more time is needed. WCWCD waterline is involved. Since the waterline is separate from the bench, the city can charge year-round fees. The lots are 5,000 sq. ft. and one connection could take care of the 4-plexes. Currently there are four boxes for each 4-plex. One connection would be sufficient. The city should look at an ordinance. Imlay will bring in a draft at next month's meeting.
Private shut-off for repairs: This applies to people with irrigation lines in their backyards. The whole system has to be shut off in order to do repairs. The staff is trying to figure out how to place valves so system doesn't have to be shut down completely. On 100 East there is only one valve, and the whole system has to be shut down. According to the city's irrigation study, in order to take out all the backyard lines and move them into the street, it would cost the city $3.3 million.
There were no public concerns or board member concerns.
Adjourn: Motion by Dan Howard to adjourn at 6:32, second by Derek Imlay. Motion carried unanimously.
