PUBLIC MEETING
Monday, August 16, 2010,

Regular Meeting 6:00 p.m. Attendance: Board Members: Pat Andregg, Kyle Gubler, Karl Wilson, Virgil Bice, Norm Gubler, Anna Andregg
Absent: Doug Gubler, Dan Howard, Derek Imlay.
Call to Order: Virgil Bice at 6:08 p.m. Meeting opened by Virgil Bice.
Approval of July 19, 2010 Minutes: Motion by Pat Andregg, second by Norm Gubler. Motion carried unanimously.
Reports: Financials: Karl Wilson handed out detailed financial statement to the board members. Expenditures at the first of the year are always above revenues. This year so far there has been $3,990.27 received and $5,899.11 spent. Six percent of the year's revenue has been received, eight percent of the year has passed.
The State Street culinary project is complete. The company did a good job and came in under budget even though they were about five months over time. It will go to Council for final approval at the next meeting.
Culinary Water Management: August reads are much lower. The meter was reset to "0" and usage was figured so the bottom line is accurate. 6.41 % slippage in the last 30 days. (Refer to handout.) Water line must be saving water.
Water Usage:
- Culinary Water: Currently the read goes from the 15th to 15th and doesn't coincide with the Water District. Next year the reads will go to the end of the month instead of the middle. Some of the report reflected a 45-day usage. The rest of the year readings will be 15th to 15th.
- Secondary Water: The report shows that LaVerkin used more acre feet last month than ever in the history of the Canal Company at 558. Wilson believed that Conservancy meter was plugged. Math from the previous months show that the city is still below on usage. There are enough acre feet to last through fall. System will be shut down October 15th unless it is still hot. Then there may need to be a two-week extension until November 1st for the filter project.
LaVerkin City Culinary Water Improvement: Motion to continue to next agenda by Karl Wilson, second by Kyle Gubler, motion carried unanimously. Hurricane/LaVerkin transmission Line: Karl Wilson met with WCWCD and Hurricane last week. The slippage report for that line was bad. There were 160 million gallons last month. LaVerkin reads show 23 million usage, Hurricane claims 50 million usage; there is a large loss unaccounted for. Doug Gubler checked and believes it is a meter problem. There is a need to find out what is happening with the line before there is any decision about what to do with it. Toquerville Springs is flowing about 2,000 gpm and Ash Creek is flowing about 1800. Discussion that the pumps shouldn't be running all the time and that the city is possibly paying power and chlorine that doesn't need to be. The Conservancy will start to charge for water and there needs to be some knowledge about what is happening before that goes on. There has been talk about what could be happening -someone tapping into the line for AG use, or it's going down into a dark hole. The issue is seasonal. The new meter read the same as the old one, the back flow holds water when shut down. Virgil Bice asked if there is any easy way to check the meter. With meters on the supply line, 1200 gal a minute will show up somewhere. Kenny and Doug have walked the line. It would take a lot for someone to tap into the line. Karl Wilson suggested the City could turn Hurricane, LaVerkin, Ash Creek, and Toquerville Spring off, if water drizzled the problem would be an agriculture problem - then open up Toquerville and leave Ash Creek off and see if Hurricane/LaVerkin flows equal Toquerville flows; then turn off Toquerville and turn on Ash Creek and see what happened. Will work with staff.
New Business: Clarification of Irrigation Connections: Motion to continue to next agenda by Norm Gubler, second by Kyle Gubler, motion carried unanimously. Private Shut Off for Repairs: Motion to continue to next agenda by Norm Gubler, second by Kyle Gubler, motion carried unanimously.
Public Concerns: None
Board Member Concerns: Karl Wilson stated that the board needs to understand how important water management is. The staff and Mayor have worked together to understand and manage the system. There is a big difference in losses between LaVerkin and Hurricane. Wilson is working to validate the LaVerkin read and loss to the Conservancy read. There is a huge discrepancy. The WCWCD wants to put all meters on the SCADA system. LaVerkin is entitled to 23,000,000 a month. Cottam Well gives the city 4,425,000 that is paid for every month whether it is used or not. As it is regionalized the WCWCD will charge 84 cents per thousand gallons across the board. The city system has been changed so that when the city is pulling more than 700 a minute the water pulls from Cottam Well. The WCWCD will not be able to charge for the Cottam Well. The city is probably 10/20 years off from buying water. LaVerkin is set up well for the future. Wilson stated that the city still needs to protect the resource.
