Call to Order: Virgil Bice, at 6:02 pm. Meeting opened by Kyle Gubler.
Approval of Minutes: Motion to approve minutes of the March 15, 2010 by Norm Gubler, second by Pat Andregg. Motion carried unanimously.
Reports:
- Financials: Karl Wilson gave copies of detailed financials end of quarter report. There was a negative balance in the checking account for about $17,000, posting total $201,000 in savings. Second page is operational budget. The fund took in about $14,000 more revenue over expenses. It is projected that by the end of the year that balance should be $6,000 revenue over expenditures.
- Draft of irrigation study may be ready for the next meeting. Doug Gubler is replacing valves as he is doing repairs.
- Water Usage: No culinary report available. The 12" meter coming into the city at River Wood went out. Hurricane and WCWCD will replace it at no cost to LaVerkin. Will be replacing it with an 8" Mag meter. This meter can monitor the flow rates for the water, from the office. This should be going in next week.
- Secondary water:
City may make an agreement with WCWCD where water can be pulled from Ash Creek and LaVerkin Creek and the WCWCD can use Virgin River water. The city would always maintain water rights in the Virgin River. Virgil Bice says water from the South side of the mountain is good clean water. This may be 5 years down the road. Doug Wilson is finishing up environmental assessment
- Delivery Contracts: There are 71 accounts past due, some are only 1 month past due. There is one new addition to the list.
- State Street Improvement Project: Derek Imlay stated that in the meeting last Thursday it was reported that the project is 51% complete and that the deadline is 4/24/10, but that they have 3 more weeks of work. They have credit coming for rain days and leaks. Delinquent fees are $1,000 a day, seven days a week. Doug Gubler said the connections would be crossing 200 North tonight. They are replacing the old 12" pipe with new 12" pipe and putting in valves at intersections. From 630 N to 200 N is all new line. The contractor will lose 8 days by purifying and pressure testing. Derek Imlay is applying for a grant to finish the sidewalk between 500 N and 630 N that the company is not liable for because there was no existing sidewalk prior to their installing the new line. The grant is a labor match and the city will supply the material. The line will end at 300 South.
Unfinished business: Filter Project: Karl Wilson handed out packets from the March 17, 2010 Division of Water Resources feasibility report. Page 15 showed a total cost estimate of $320,000. Recommended cost sharing with a no interest loan of $272,000. Annual payment would be approximately $11,400 for 25 years. When the filters are installed Doug Gubler may be able to make a by-pass system. Karl Wilson has a scheduled conference call with the Water Agency tomorrow. The project could possibly start in 30 to 60 days. Wilson was looking for board support. Motion by Dan Howard to move forward with project, second by Pat Andregg, motion carried unanimously.
Filter to 500 microns. City will be able to watch flows from the office and also shut down the system. There will be 3 filters.
