Present: Chair Virgil Bice; Board Members: Doug Gubler, Kyle Gubler, Karl Wilson, Norman Gubler; Staff: June Jeffery
Derek Imlay, Pat Andregg, Anna Andregg, and Dan Howard were not in attendance.
Call to Order: Chair Virgil Bice at 6:10 p.m. Invocation by Norman Gubler.
Approval of Minutes: Motion to approve the May 18, 2009 minutes by Karl Wilson, second by Doug Gubler. Motion carried unanimously.
Reports: Karl Wilson presented a booklet with financial reports current to the last day of the previous month, and budget reports for the 08-09 and 09-10 fiscal years. Bottom line in the financial statement shows an increase of almost $15,000 in fund equity. The 2009 budget was amended to reflect labor more accurately. 1,458 hours were accumulated among Ashley, Randy and John. The hours were figured on an average of $30.00 per hour. There was more labor this spring than in the past because of the sediment/filter cleaning that that was done. The water is cleaner now that the Conservancy District is moving the sediment. The filters have gone about
1 ½ weeks since cleaning and are holding 100 lbs. pressure. Water main repair was raised in the budget to meet the cost of the line at the cemetery that will loop the system and allow the city to water more efficiently. With the line there, the city will also be able to flush the whole system. The funds will come 50% from parks/cemetery and 50% from irrigation. The 2010 budget has adjusted wages/benefits.
Doug reported that Chuck Carney will let the city have water at no cost for a week at the end of the season to flush the system. It may be possible, after the cemetery line is installed, to flush out for a couple of hours to see how it does.
Usages: We used 372 acre feet last month. It was the highest ever – probably due to the extra flushing. Culinary slippage is down slightly. Confluence Park will be turned on 1 night per week.
Unfinished Business:
Secondary Water Filter System discussion: With the new filters, the pressure may drop about 5 lbs. Pressure is good in the city system right now. Staff has tested it all over town, it is good everywhere. Karl went back to the engineers to refigure the cost. It was determined that the building was not necessary. Engineers are designing a manifold for the new filters. New figures for installing two filters, raising the roof, and tin siding is projected at $110,000. Two filters will handle the current flow rate. There may be a few times when there is heavy sediment that two may not be enough. The city may want to install telemetry to show possible turbidity if there is too much sediment. Even if the cost is $150,000, Karl feels that the new process will be worth it. Council didn’t give a price figure, but approved him to move forward in the last meeting. Karl is meeting with Gary Zabriski to apply for a possible 30-year no interest loan through the Department of Water Quality. Since the irrigation system is now a secondary system the city should qualify. Timing for the filter switch would be beneficial to do in the winter and is a realistic time frame.
New Business:
Discussion of Available Delivery Contracts for purchase: Karl would like to include a list of people who want to sell their water, in his report each month. The board would then have a list of people selling water for people to contact who want to buy water. The city would not be the broker. When the city collects shares for non-pay, they can’t resell them. Current price is $2,000 per share or $500 for a quarter share. Mandi would be the best person to collect the information. Kyle would maintain the list. Should show name, phone and how many shares to sell. Discussion about shares and use, size of property, water management.
