  1. Meeting Called to Order - Karl Wilson called the meeting to order at 4 pm.
                                                       
  1. Approve Minutes:  Motion made by Annette Kleinman to approve minutes of the March 16, 2011 Meeting, second by Bob Sandberg.  Motion carried unanimously.
 
  1. Business:
  • A. Report on Projects
  • 1) Trailhead - Bob Sandberg reported that they are still waiting on the county crews to finish work on the flood projects. They have made progress on getting all the clearances made and letters written. The paperwork should be all done by next week so when the county is ready to work everything will be in place.
  • 2) Restoration - Cory Martin will be leaving soon because of fire season. Everything is mostly chipped and burned except for 5-6 small piles on the west side of La Verkin Creek. They may not be able to get back to those piles until the fall.
  • 3) Grazing - Still trying to find someone to graze the fields. Bob is concerned because of the dry grasses turning into a tinderbox. It costs too much money to mow the grasses down.
  • 4) Beavers - Placing wire around the trees to prevent beaver damage has been approved.
  • 5) Hurricane City Water Line - Ken Richins reported that the engineers are allowing a temporary fix to stabilize the structure until they get a permit and a riprap design approved. He sketched the project onto the dry erase board for the committee to see. They are now dumping rock and concrete to stabilize. Ken inquired if the concrete feeding bunkers could be demolished and used in the river. Trail K. will check the deed and talk to an archeologist. If approved, Hurricane City would like to do it next week. The riprap material is 1½'-3' basalt and filter cloth.
  • 6) There was discussion on the Virgin River flow rates. They are below flood stage.
 
  • B. Trails
  • 1) Trail Kreitzer met with Lucy Ormond, Bob Sandberg, Kathleen Nielson and Justin about the proposed trailhead on the Hurricane side at Main Street. He stated it was a good idea and gave Lucy permission to start making a trail at that location and make that the main trail for Hurricane instead of 200 W. There is a work meeting tonight to outline the trail. Clark will talk with Arthur LeBaron (Hurricane City Engineer) about marking the property line. There was a discussion about moving/replacing fencing on the property line at that location and clearing the land. There was also a discussion concerning interpretive signs. Annette will research dates from her grandfather's journals.
  • 2) Kathleen Nielson has a meeting with the Utah Representative of Nature Conservancy during the first weekend in May. She wants a tour of Confluence Park.
 
  • C. Discussion and possible action regarding trailhead restroom
Kathleen Nielson passed around photos of what kind of restroom would be installed at the La Verkin trailhead.  She has been trying to get the grant together quickly.  She explained what this recommended type of restroom entails.  There was a discussion as to who would maintain the facilities.  Kathleen also explained the type of grant that would be needed.
 
Motion made by Annette Kleinman in support of obtaining the grant for the restroom, second by Bob Sandberg.  Motion carried unanimously.
 
The members of the committee chose the barnwood siding and the cedar shakes for the roofing material.
 
Kathleen will need a letter of support from:
  • a. Mayor Wilson for La Verkin City
  • b. Clark Fawcett for Hurricane City
  • c. Annette Kleinman for Toquerville City
  • d. Someone from the Hurricane Trails Committee, possibly Tom Dansie
 
There was further discussion regarding signage on the state road leading the way to the trailhead.  It was recommended that parking, picnic tables, trails, biking and equestrian icons be placed on the sign.
 
The kiosk was discussed by the committee.
 
Ron Wilson informed the committee that they may have money left in their grant.  They are limited to $300,000 per request and they may be able to get another grant for Confluence Park.  This was discussed by the committee.
 
  • D. Hurricane's 4th of July Run approval - Tom Dansie was not in attendance. Trail Kreitzer would like to talk to Tom Dansie before it is approved.
 
Motion made by Annette Kleinman to approve subject to coordination with Trail Kreitzer, second by Ken Richins.
 
  • E. Update on Tree City USA presentation
Karl Wilson, Bob Sandberg, and Kathleen Nielson gave a presentation about Confluence Park to the Tree City USA luncheon.  They reported on the presentation to the committee.
 
Bob will be doing a presentation to HCAC and would like to use the same presentation.

  1. Board members concerns
  • A. Dump - Bob Sandberg has had callers wanting to get scraps from the dump area. It was decided to refer them to Trail Kreitzer. There was further discussion about the dump.
 
  1. Motion to adjourn made by Annette Kleinman, second by Bob Sandberg.  Motion carried unanimously at 5:05pm.
