Bob Sandberg and Dennis Kay arrived late at 4:08 p.m.
Meeting Called to Order: Karl Wilson called the meeting to order at 4:05 pm
Approve Minutes: Motion by Annette Kleinman to approve minutes of the October 20, 2010 Meeting, second by Karl Wilson. Motion carried unanimously.
Trails GPS Volunteers: Lindsay Humphries had a presentation and showed the committee a map that she had with the GPS coordinates and trails marked upon it. The map also showed an outline of the actual park. She showed the committee the trails that she marked by GPS. There was discussion of additions for other trails. Lindsay commented that she had given the GPS coordinates to Joe so he could mark the map trails for some of the suggested additions.
Karl pointed out to Bob the fence line where the Sewer District is putting a road. Bob stated that the Sewer District is putting a fence up on the east side by the wash, some of which the Park will have to maintain. Annette points out an area to Steve concerning a foot bridge to cross the river. Annette has a concern with not putting a bridge in an area and that the public will make a path just anywhere. There was discussion concerning the sewer line being installed. There was also discussion concerning the flood plain and Ken Anderson. Karl stated the HCP paid for the federal appraisal and it is back to Mr. Anderson. Mr. Anderson doesn't like the appraisal but the property is in foreclosure and he has lost control of it. Dennis said the VRLPA is aware of this and is willing to work on it but it is holding until Ken Anderson decides how to pursue. Wilson wants the Hurricane Trail and LaVerkin Trail connected by a bridge over the Virgin River.
Wilson tells Lindsay she has done a good basis to start from.
Lucy with the Hurricane City Trails Committee comments that they would like to pursue a trail being put in and asks if the trail has been approved. Karl informed her that they will get it back to DWR to see if this is where they want it and when they authorized it then the committee can make recommendations to the county and Hurricane.
Trail needs a project proposal from the committee of scope and scale; what is going to be done on the ground, what type of surface will be used, and if vegetation will be removed, etc.
Lindsay will go back and get the GPS points for the bridge and the trail through the tortoise reserve. Karl states that now they have a map the committee can focus on specific parts, such as the tortoise reserve. There was discussion of putting a dead end on the south end of the park and have it loop back to the main trail. Karl asked Lindsay to put a dotted line in where future projects would go and possibly have the 3 Rivers Trail marked onto the map. Steve would like to have the 100 year flood plains marked on the map. Trail would like to work with Joe to put additional lines marked. He would also like a proposal with the current conditions of all existing trails and have pictures with it. Lindsay and Karl will get those pictures to Trail.
There was discussion making the trails ADA accessible.
Lindsay expects to have the additional GPS recordings done by Friday and Lucy is borrowing the map to take to the Hurricane Trails Committee.
Karl thanks Lindsay for her hard work and the progress in the advancement on the trails.

Trail Head Parking Lot Report: Bob is trying to move forward but is waiting to get the commission signed which was sent to the State and he can't spend any money until the signed agreement is back. Bob requested bid to do the archeological and paleontological survey and has found an apparent low bidder. He is working through all the clearances to get the grant money. The County Engineer and Arthur on site and has found the property corners. He has spoken with Darwin Hall to get clearances through their property. It will probably be the first of the year before anything can get started. It should only take a couple of weeks once the crew starts. Karl will talk to Derek concerning the gravel. Bob needs the gravel acquisition and it depends what kind of fill will be used before deciding what kind of surface.
Bob will be getting with the County Attorney and Ash Creek's attorney to discuss a right-of-way down the access road. Bob wants to go across their road and make a one-way loop. There is 150 ft. that he needs to cross without a legal right-of-way, but he doesn't think Ash Creek will cause a problem but he would like to get the permission down on paper and there are no problems in the future.
Kathleen Nielson found a kiosk in Tropic City and took pictures. Bob passed these pictures out to show the committee. Kathleen suggests this type of kiosk for Confluence Park. It will still be 4-sided but they will be panels and it incorporates a built-in bench for a focal point for group discussions. It is possible to make it out of metal instead of wood for maintenance reasons. Needs to find out about a price and also see if steel would be aesthetically pleasing. Annette and Karl like the suggested design. The BLM is trying to go with a gazebo non-linear style kiosk with 4 sides. Steve suggests that all the panels be the same size to make maintenance easier. Bob states that Kathleen has counseled with Lynne Scott and found that panels will work.
Karl, Annette, and Clark recommend this suggestion for perusal.
Bob provided a draft press release to hand out to the committee and would like feedback with changes and suggestions. He will email the draft to the committee. He would like to send this notice to The Spectrum newspaper but there is no hurry as of yet. Trail will look it over with his co-workers to possibly add to the notice. The press release date will be put on the next meeting's discussion.
Bob and Kathleen want to post a "Help Sheet" for a volunteer sign-up. He asks that the cities put the sign-up on their boards to help where the grant money will not cover.
Restoration Grant Report: Bob has had contact with State Lands and Forestry, Patrick, but has not heard from him to figure out how much the state can do, how much money, and whether he needs to hire a contractor to do more.
Bob will do the parking lot first then move to the areas around LaVerkin Creek.
Steve tells the committee of a dead cottonwood tree with a dangerous leaner branch which is a liability. He would like to remove dead brush to revitalize the vegetation. Annette would like a list of work to be done so volunteers can be sent to help. Steve informs the committee that vegetation that is removed from within the communities can be replanted into the park. He asks Clark if Hurricane City is going to be cleaning out Gould's Wash this winter as willows and cottonwoods can be planted in different areas. The area needs to be Blue-Staked before re-vegetation. Bob talked with a few people willing to help pile the brush and burn it with authorization from Fire Chief Tom Kuhlmann.
Discussion on "Use Application" - Bob Sandberg: Bob passed out a Use Permit Application to be approved by the committee. It is just a basic form and would like the committee to add to it to make it clearer and better. Trail would like something added about fires in the park and to clarify where camping is permitted. Bob can add a map with coordinates and pictures to combine with the permit.
Working to prepare the park can be a possible Eagle Project.
Board & Committee Reports:
Dennis: Ken Anderson addition is at a standstill.
Lucy: She will be coming to the meetings from now on.
Trail: nothing
Steve: nothing
Bob: 1) Eric Chamberlain is working on the dump on the Hurricane side. He is the only one authorized to remove the items in the dump. Eric does not have a time limit to clear the land as long as he is making adequate progress on it. Lucy would like to coordinate with Eric so they are not in each other's way. 2) He is meeting with Mark Olsen to discuss the sheep keeping the weeds down. Mark mentioned the fence is not adequate to keep sheep in. Bob will look into other people who may be interested.
Clark: nothing
Karl: He would like to cancel December's meeting. The suggestion was well received. The next meeting will be held on January 19, 2011.
