- Irrigation Improvement Project Public Hearing: LaVerkin City Council will receive input from the public with respect to the issuance of Irrigation Water Revenue Bonds in the aggregate principal amount not to exceed $375,000 for the financing and construction of additions and improvements to the City's irrigation water system and paying issuance expenses of the Bonds; and the potential economic impact the improved, facility, or property for which the Bonds will pay all or part of the cost will have on the private sector.

Present: Mayor Karl Wilson; Councilmembers Ray Justice, Hugh Howard, Scott Stratton, Doug Beecher; Staff: Kyle Gubler, Attorney Kevin Bennett, Chief Lloyd Watkins, June Jeffery, Derek Imlay; Public: Launa Snow, scout from Troop 1754, Loren Michel

Meeting Called to Order- Mayor Wilson at 6:02 p.m. Pledge of Allegiance and Invocation by Karl Wilson.
Irrigation Improvement Project Public Hearing: Mayor Wilson explained that the purpose of the meeting was for the LaVerkin City Council to receive input from the public with respect to the issuance of Irrigation Water Revenue Bonds in the aggregate principal amount not to exceed $375,000 for the financing and construction of additions and improvements to the City's irrigation water system and paying issuance expenses of the Bonds; and the potential economic impact the improved, facility, or property for which the Bonds will pay all or part of the cost will have on the private sector.
Wilson then gave a brief history of the filter project. Two years ago the irrigation water was of extremely poor quality because of the silt and vegetation build-up in the river. At that time the Council started to address problems and solutions to clean up the service. Settling ponds were looked at, but the cost and elevation were road blocks. The Amiad filter system was looked at. It has the ability to filter to 500 microns and is self cleaning. The city will install a 3-filter system. There will still be some silt in the water, but leaves, moss and twigs will not come through.
The cost of the system is projected at $272,000, but the loan can go as high as $375,000 if there is need. The city would not be locked in to that figure. The bond is done as a 0% loan with payments of approximately $11,480 per year. The city will save that much in labor and maintenance of the current system. There should also be some savings to the individual user filter systems.
The city is in the process of finishing acquisition of easements necessary to run power to the project. There will be some insignificant cost and the Mayor has requested that the engineers move forward on that paperwork.
With this meeting, the city has met the requirements for the loan. May 27th is the date the meeting is scheduled to finalize the loan approval from the State.
There has been discussion as to the timing of the project construction - in the summer, or in the fall when the water is turned out of the system; possibly October after the 15th. That will be discussed later with Council.
Mayor Wilson opened the public hearing.
Loren Michel wondered whether the money was a bond or a loan. Wilson explained that it is a bond done in a loan form without the upfront interest. It is handled through the Department of Water Resources.
Michel asked what collateral the loan required. Wilson said that it was revenue from the irrigation system.
Michel wanted to know who was on the current Water Board. He was told that the board is made up of several members of the old canal company and city representatives. They include: Dan Howard, Virgil Bice, Norman Gubler, Pat Andregg, Derek Imlay, Doug Gubler, Kyle Gubler, and Mayor Wilson. Their meetings are held each month on the Monday before the 3rd Wednesday at 6:00 at the 435 N. Main building.
Michel stated that he was not in favor of the bond right now.
There were no other comments from the public. Mayor Wilson closed the public hearing.
There were no further comments from the City Council.
Adjourn: Motion by Councilmember Scott Stratton, second by Councilmember Justice. Motion carried unanimously. 6:12 p.m.
