Present:  Chair Anna Andregg; Commissioners: Sherman Howard, Allen Bice, Hugh Howard, and Karl Benson; Staff:  Derek Imlay, Kyle Gubler and Christy Ballard; Public: Richard Hirschi, Patty Wise, Larry Pugh, Kevin Allen, Rita Bice, Derek Hall, Mr.& Mrs. Virgil Bice, Chuck & Debbie Hardy, Karen Smith, Kathy Shaw, and Kathleen Bailey.

 

I.             Call to Order:  Chair Anna Andregg called the meeting to order at 6:00pm.  The Invocation and Pledge of Allegiance was given by Richard Hirschi.

 

II.           Approval of Minutes:

Commission may approve the minutes of the April 12, 2017 regular meeting minutes.

 

Motion was made by Commissioner Karl Benson to approve the April 12, 2017 regular meeting minutes as written, second by Commissioner Allen Bice.  Sherman Howard-yes, Hugh Howard-yes, Andregg-yes, Bice-yes, Benson-yes.  Motion carried unanimously. 

 

III.        Approval of the Agenda

        

Motion was made by Commissioner Hugh Howard to approve the agenda as written, second by Commissioner Karl Benson.  Bice-yes, Hugh Howard-yes, Sherman Howard-yes, Andregg-yes, Benson-yes.   Motion carried unanimously.

                      

IV.              Reports:

1.       Beautification/Trails Committee-Nothing to report.    

2.       City Council-Councilman Hirschi reported Mayor Kerry Gubler resigned.  There are two candidates running for the position to finish out Mayor Gublers term.  The decision will be made during the city council meeting on May 3, 2017.      

3.       Director of Operations-Nothing to report.   

 

V.          Public Hearing:

1.      Proposed one lot subdivision of property with the Tax ID # LV-136-F-1-A located at the north end of 400 West and 400 North (Ritas Dream Subdivision).

Derek explained the request was made to separate a small piece from the larger parcel.

 It does meet the City requirements for a lot split.

 

The public hearing opened at 6:05pm

 

Kevin Allen-thanked the Boy Scouts for cleaning up the gun range.  Neighbors and friends are constantly trashing the BLM property surrounding La Verkin, he appreciates the effort from the Boy Scouts.

 

 The public hearing closed at 6:06pm

 

2.      Proposed one lot subdivision of property with the Tax ID # LV-159-C-1-A located east and west of 101 E 500 N (Coyote Flats Subdivision).

Derek reported the large property begins at Main Street and goes east along the property line of Zion View Estates, minus Devin Ruesch apartments and La Quinta Hotel.  The property owner is dividing the property east of the La Quinta from the 2.75-acre piece at the corner of 500 North and Main Street.  The two parcels are not connected, the hotel property separates them.  They have met the City requirements for a lot split.  

 

The public hearing was opened at 6:08pm

 

Kevin Allen-He was in favor of the property being split and developed but he was not in favor of the lack of vision that the City has when property does get developed.  An example is the lack of consideration by the two current hotels for the residential neighbors regarding the security lighting and the night sky.  They are basically lit up 24 hours a day, 7 days a week, 365 days a year.  You can see the coyotes on top of the hillside on a moonless night with the hotel lights blazing.  There needs to be more consideration in the planning stage to keep the lighting down, respect their neighbors, the geology, and the night sky we have in La Verkin.

3.      Proposed amended subdivision Crestview Village No. 3 providing for a one lot split of property with the Tax ID # LV-CR-3-13 and the address of 585 N 120 W (Bailey Lot Subdivision).

The public hearing opened at 6:10pm

 

Mary Parker-Owns the property directly north of property.  Her biggest concern was with the lot size.  Most of them are nice sized lots and she is concerned that putting these parcels down to the bare minimum will cause a problem.  She would also like to know what the plans were for the property.  If the plan is to build rental income she is opposed to it. 

 

Kathleen Bailey-Is the property owner.  The minimum requirements have been met for the lot split.  There will be two brand new, landscaped homes that will beautify and improve the neighborhood.  One of the homes will be for her and she takes pride in her house and what it looks like.  She thinks the neighbors will be please and there won’t be any issues.

VI.              Business:

1.      Discussion and possible action to recommend approval of the preliminary and final plats for a proposed one lot subdivision of property with the Tax ID # LV-136-F-1-A located at the north end of 400 West and 400 North (Ritas Dream Subdivision). 

Commissioner Allen Bice abstained from this item because it dealt directly with him.

 

Motion was made by Commissioner Hugh Howard to recommend approval of the preliminary and final plats for a proposed one lot subdivision of property with the Tax ID # LV-136-F-1-A located at the north end of 400 West and 400 North, second by Commissioner Karl Benson.  Benson-yes, Andregg-yes, Hugh Howard-yes, Sherman Howard-yes.  Motion carried unanimously.   

 

2.      Discussion and possible action to recommend approval of the preliminary and final plats for a proposed one lot subdivision of property with the Tax ID # LV-159-C-1-A located east and west of 101 E 500 N (Coyote Flats Subdivision).

Motion was made by Commissioner Allen Bice to recommend approval of the preliminary and final plats for a proposed one lot subdivision of property with the Tax ID # LV-159-C-1-A located east and west of 101 E 500 N, second by Commissioner Hugh Howard.  Sherman Howard-yes, Hugh Howard-yes, Andregg-yes, Bice-yes, Benson-yes.  Motion carried unanimously. 

 

3.      Discussion and possible action to recommend approval of the amended subdivision preliminary and final plats of Crestview Village No. 3 providing for a one lot split of property with the Tax ID # LV-CR-3-13 and the address of 585 N 120 W (Bailey Lot Subdivision).  

Motion was made by Commissioner Sherman Howard to recommend approval of the amended subdivision preliminary and final plats of Crestview Village No. 3 providing for a one lot split of property with the Tax ID # LV-CR-3-13 and the address of 585 N 120 W, second by Commissioner Allen Bice.  Sherman Howard-yes, Hugh Howard-yes, Andregg-yes, Bice-yes, Benson-yes.  Motion carried unanimously.           

                    

VII.           Adjourn:

Motion was made by Commissioner Hugh Howard to adjourn, second by Commissioner Allen Bice.  Andregg-yes, Hugh Howard-yes, Bice-yes, Benson-yes, Sherman Howard-yes.  Motion carried unanimously at 6:17pm.
