Present: Chair Pro Tem Allen Bice; Commissioners: Sherman Howard and Karl Benson; Staff: Derek Imlay, Kevin Bennett and Christy Ballard; Public: Richard Hirschi and Toni Imlay.
Chair Anna Andregg, Commissioner Hugh Howard and Kyle Gubler have been excused.
I. Call to Order: Chair Pro Tem Allen Bice called the meeting to order at 6:01pm. The Invocation and Pledge of Allegiance was given by Kevin Bennett.
II. Approval of Minutes:
Commission may approve the minutes of the June 8, 2016 regular meeting.
Motion was made by Commissioner Karl Benson to approve the June 8, 2016 regular meeting minutes as written, second by Commissioner Sherman Howard. Bice-yes, Sherman Howard-yes, Benson-yes. Motion carried unanimously.
III. Approval of the Agenda

1. Beautification/Trails Committee-Commissioner Bice reported Dumpster Days would be July 15-16. They are still interested in connecting the overlook trail with the new trail but there is nothing new to report on that.
Kevin reported the “L” property has been conveyed to the City by American First Credit Union. This item will go before the City Council to see if they would like to accept it and authorize the recording. If the Council chooses to accept the property, it may help with developing the new trail.
2. Director of Operations-Nothing to report.
1. Discussion on the La Verkin City State Street Zone Map to be included with the ordinance making minor clarifications in the Tourist/Resort Commercial Zone, and establishing or revising the boundaries of the existing commercial zones within the City.
The map in the packet is the wrong map but this is the same item discussed at the last meeting.
Derek explained the Tourist Commercial is yellow, the Retail Commercial is blue and the General Commercial is orange on the map the Commissioners have. The Transition Zone has been removed.
During the public hearing, there were no comments made on the proposed boundary lines changes or the proposed change in types of vehicles to be rented/sold in Tourist/Resort Commercial. Therefore, staff would like to move forward with those changes.
The only boundary change is to include the new car lot into General Commercial.
The Tourist Commercial along 480 South that was brought up during the public hearing was not part of the change, that area has been zoned Tourist Commercial since 2006.
The new map will look like the map in the packet with the exception of the Transition Zone, which has been completely removed.
Christy will email the correct map to the Commissioners.
Kevin explained the map matches the content of the ordinance that was discussed at the last meeting.
Derek would like to have this ready to go for the August Planning Commission meeting.
2. Discussion and possible action to reschedule the August 10, 2016 meeting for August 24, 2016, and the September 14, 2016 meeting for September 28, 2016.
Commissioner Bice explained the reasons for moving the meetings to the fourth Wednesday are there are no pressing issues and August 10th is the first day of the fair and numerous staff members will be out of town for a conference on September 14th.
The August and September meetings have been tentatively rescheduled for the fourth Wednesday of each month.
3. Discussion and input regarding the proposed update to the Affordable Housing element of the General Plan.
Commissioner Bice has some changes he would like to make with this section but would like more time to review it. Once he has done that he will email his list to Kyle.
He mentioned he feels making changes paragraphs at a time trying to tweak it isn’t changing the intent.
Kyle is not here so item three will not be discussed.
Derek reported during the next meeting staff would like to have a discussion on why the R-3-6 Zone was not included in the vacation rental regulations. There have been a several different people put in business license applications for vacation rentals in that zone.
Kevin said he remembers the discussion focused on North View Commercial and the parking congestion issue. That may not be an issue with the other R-3-6 areas such as Centurion Park, where the homes are on individual lots. There was also a discussion on people renting rooms in a building shared by multiple families.
He doesn’t remember looking individually at the different areas zoned R-3-6.
Commissioner Sherman Howard suggested coming up with some clarifications.
Commissioner Bice mentioned the R-3-6 Zone allows a lot more people per acre and he feels that doesn’t fit well for a vacation rental. He wouldn’t like to live there with a vacation rental 8 feet away from his home.
Derek said a retired CDBG employee would like to give the Commissioners some training with possible direction on how to get more grant money, so there may be a presentation in September from her.
Councilman Hirschi reported Accuform, who has decided they are not going to relocate to La Verkin, purchased the property in front of 180 W. That property is for sale. There is a person interested in purchasing the property but would like to get approval for his business idea before he purchases it.
Derek told Councilman Hirschi to let the potential buyer know he will need to talk to the City.
