La Verkin City Council Special Meeting Minutes
Wednesday, November 13, 2015 7:45 a.m.
Council Chambers, 111 S. Main, LaVerkin, Utah
Present: Mayor Kerry Gubler; Council Members: Richard Hirschi, Randy Reeve, Micah Gubler, and Chantelle Browning; Staff: Kyle Gubler, Derek Imlay, Troylinn Benson, Kevin Bennett and Christy Ballard.
Councilman Ken Hooten and Chief Ben Lee have been excused.
A. Called to Order – Invocation was given by Richard Hirschi at 7:45am.
Mayor Gubler reported the second City Council meeting in November and December have been cancelled.
Last year the City donated $500 to the local elementary school’s Lead To Read program. He would like to do that again this year.
Councilwoman Browning pointed out that she is in education and knows about this program. She feels it is a very expensive program and wondered if the money would be better spent some other way.
Mayor Gubler has been asked by Principal Leavenworth, who feels it has been a great thing for his school, for the donation and the Mayor feels to donate would be supporting the principal.
Kyle said the money would come out of Community and Economic Development.
Councilwoman Browning has information from other schools in the District that have tried this program. They reported the cost of the program is high for what is included and the amount of class time it is taking to do the different activities is taking away from the academics.
She has a lot of information if the Councilmembers are interested.
B. Election Canvass

Votes recorded at the Poll: 379
Valid Provisional Ballots: 18
Valid Absentee Ballots: 3
Official total ballots cast were: 400.
Voter turnout was 22%
Motion was made by Councilman Richard Hirschi to accept the Official Canvass of 2015 Municipal General Election, second by Councilman Micah Gubler. Reeve-yes, Hirschi-yes, Gubler-yes, Browning-yes. Motion carried unanimously.
1. Discussion and possible action on the proposed LANTIS Merchandise (fireworks) Contract and Purchase Order for fireworks to be discharged at the City’s Winterfest celebration.
Kyle reported this is a contract and therefore needs to be approved by the City Council.
This is an annual business item.
The budget for the Winterfest fireworks is $2,000.
There was one year the Fire Department determined it was not safe to light them off and they were saved and used for the July 24th holiday. They could probably be returned to Lantis for a processing fee.
Motion was made by Councilman Randy Reeve to approve the Lantis Merchandise contract and Purchase Order in the amount of $2,000 for fireworks for the Winterfest celebration, second by Councilman Richard Hirschi. Roll Call Vote: Reeve-yes, Hirschi-yes, Gubler-yes, Browning-yes. Motion carried unanimously.
There was a discussion on whether or not to charge people when they run for office.
This will be a future agenda item.
Kyle said there will be a newly elected officials training on Friday, December 4th in Cedar City. He will have more details later. The Councilmembers will need to let Kyle know if they are interested.
Motion was made by Councilman Richard Hirschi to adjourn, second by Councilman Randy Reeve. Browning-yes, Hirschi-yes, Hooten-yes, Gubler-yes, Reeve-yes. Motion carried unanimously at 7:59am.
