LAVERKIN CITY WATER BOARD MINUTES
Wednesday, October 22, 2014 3:00 p.m.
435 North Main Street, LaVerkin, UT
Present: Anna Andregg, Virgil Bice, Mark Mangum, Mayor Kerry Gubler, Kyle Gubler, Derek Imlay, and Christy Ballard.
Doug Gubler was not present.
I. Call to Order by Chair Virgil Bice at 3:02pm. Invocation by Derek Imlay.
II. Approval of Minutes: August 27, 2014 minutes
Motion was made by Anna Andregg to approve the August 27, 2014 minutes as written, second by Kyle Gubler. Motion carried unanimously.
Mayor Gubler reminded everyone Victor Iverson needs to be replaced before the next meeting and the person does need to have water shares.
A. Water Contracts-Kyle Gubler
Kyle passed out the updated contract list of people who want to sell their water shares and the people who are delinquent. A letter has been sent, per Code, to the people who are delinquent.
Kyle passed out a copy of the financials per Anna’s request. At the end of October 33% of the year will have been used.
Line 6340.610 shows $2,200 has been spent on a $300 budget. Neither Derek nor Kyle were aware of that much being spent so they will check with Troylinn to verify. They think it was probably an item entered in the wrong line.
Mark pointed out the employee benefits are almost as much as the salaries.
Kyle explained the employees are paid by a percentage from each budget they work out of. If they spend more time in the water department a higher percentage of their salary and benefits will be paid out of the water budget.
B. Water Usage-Derek Imlay
Derek started with the irrigation. The usage for the month is 69 acre feet of water.
The water has not been taken out of the system so far this month.
Year to date total usage is 1,591.95 acre feet out of 2,650.22 acre feet.
Mayor Gubler asked if WCWCD is able to take unused water away from cities.
Derek replied only the State can take water away from cities through adjudication.
Kyle mentioned La Verkin does have growth potential and that would help us in keeping unused shares.
Derek pointed out on the bottom of his handout the final totals from past years.
The amount of rain La Verkin has received lately has helped in conserving but he has noticed over the last several days the amount used has been comparable to summer usage. People are getting the final watering in before the end of the season.
If the weather continues to be this nice the water will probably stay in until the first or second week of December.
Derek reported La Verkin has been contacted by the State in regard to its Water Conservation Plan. This is the plan discussed during the last meeting that has four stages the City will follow when needing to conserve water. The State requires this plan to be reviewed and updated by the City Council every five years. After reviewing our Plan we realized we are behind in keeping with current State requirements, so staff is in the process of having the City Engineer get our plan up to date and ready for City Council approval by the end of December.

Mayor Gubler stated staff will continue to encourage the citizens to water between the hours of 6pm-10am next year when irrigation is put back in the line.
Kyle said we will be flushing the lines at the end of the season and then again at the beginning of the season.
